You changed the balls and the pump is still weak. Look at what they sit on.
A valve seat is the surface each check ball seals against. Grooves or pitting where the ball lands, corrosion on metal seats, cracks or warping on plastic and elastomer ones: any of them lets liquid slip back between strokes. Capacity drops, suction lift gets worse, and the pump can cycle away without moving much at all. A new ball on a worn seat brings you straight back to the same problem.
Abrasive slurries and fluids that crystallize wear seats fastest. Confirm the seat material and part number against your parts list, and do seats and balls in one visit so the pump only gets opened once.
